Local municipal and provincial volunteers in Manitoba, Canada are exhausted in their efforts to divert the rising waters of the Red River of the North.

It has been hard work with little sleep for the residents who live on the shores of the Red River to shore up their defences with sandbags, build dikes, clear frozen culverts and break ice jams

Volunteers to spell relief for local volunteers and food are desperately needed.

“It’s a week now we’ve been doing this … you’re talking four, five, six public works guys. In my one community we’ve got 25 volunteer firefighters and those guys have been going 24/7, so of course it’s wearing them down.” said Paul Guyader, Manitoba’s emergency measures coordinator.

“We’re dealing with one of the biggest floods the province has ever seen,” said Steve Strang, mayor of St. Clements, Manitoba “We’ve put out hundreds of thousands of bags already. The municipalities are working very well, we’re working with the provincial government, we’ve brought in every possible resource we could to address this issue. The volunteerism within the community has been phenomenal.”

The Portage Diversion has taken some spring waters from the Assiniboine River and diverted the flow to Lake Manitoba.

Roseau River Anishinabe First Nation has been totally evacuated, as well as many homes near the Canada – United States border.

The cold weather is freezing the ice jams into place. Guyader has had 2 Amphibex Excavators operating on the river breaking up ice.

The Red River is right now 16.7 feet (5 metres) above spring ice conditions. The Red River Floodway gates cannot be opened with the current ice jams.

“If we operate now, we can get ice jamming going into the floodway, jamming up against the St. Mary’s bridge, as such, the floodway capacity would be reduced and would cause higher water levels in the city of Winnipeg.” said Steve Topping, Manitoba Water Stewardship spokesman

The floodway was constructed in 1968 following the 1950 flood to divert the overflow spring flooding waters of the Red River. The floodway has been widened the since the 1997 “flood of the century” and the expansion is expected to be completed this spring. As well Manitoba built permanent dikes around communities within the flood plain since the last two major floods..

The Red River waters will crest between the beginning of April to mid April, at which time also the weather should be warming up. Communities are bracing for higher water levels, more ice jams as well as melting snow in the warmer spring temperatures.

Fire at historic Welsh ex-hotel Bontddu Hall kills one

A fire broke out yesterday at Bontddu Hall near Dolgellau in Gwynedd, Wales. The historic mansion is a former hotel with high-profile guests. A rescued woman died at the scene.

North Wales Fire and Rescue Service were called to the building, located off the A496 overlooking the Mawddach Estuary in Snowdonia National Park, at 09:09am local time. Resources sent included appliances from Dolgellau, Harlech, Barmouth, Bala, and Blaenau Ffestiniog according to a fire service statement, as well as an aerial ladder platform, high volume pump, and the service’s incident command unit.

Police, the ambulance service, and an air ambulance also attended. Photos and video from the blaze showed thick smoke with flames visible at windows. The fire service indicated an investigation working alongside North Wales Police was underway. Bontddu Hall recently underwent building work and scaffolding was still erected at the time of the fire.

Bontddu Hall dates to 1873, originally a 20-room mansion, and was a country retreat for the Mayor of Birmingham called Bryn Tirion before becoming a hotel. Guests include regular visitor ex-UK Prime Minister Neville Chamberlain and actor Richard Burton who stayed at Bontddu Hall while filming his 1949 movie debut The Last Days of Dolwyn.

The hotel closed around fifteen years ago, with local press reporting in 2004 then-new owner Tong Yung-soo, who had purchased Bontddu Hall in 2001, and his wife applied to make it a residence once more. The move was met with what WalesOnline called “fury” from local tourism chiefs. The then-manager of Barmouth Publicity and Director of Mid Wales Tourism Partnership, David Clay, called it “a retrograde step” and said “[a]n area like this cannot afford to lose such a quality hotel.”

The Tongs indicated issues staffing the hotel, something Clay recognised, and Mr Tong had said they intended to “restore the hall to its former glory.” Following the hotel’s closure it has remained a private home.

On November 16, code-sharing and hosting service GitHub re-enabled the public access to youtube-dl repository, a software which can download videos from the internet via the command-line. This move comes after Mitchell Stoltz, a Senior Staff Attorney of the Electronic Frontier Foundation (EFF), sent a letter to GitHub on the behalf of youtube-dl’s maintainers. The repository was previously blocked on October 23, after GitHub received a Digital Millennium Copyright Act (DMCA) take-down notice from the Recording Industry Association of America (RIAA).

Started in July 2008, youtube-dl is a free/libré open source software written in Python which can download videos from various websites. Citing alleged violation of 17 U.S. Code § 1201 Circumvention of copyright protection systems, RIAA’s takedown notice had alleged youtube-dl was intended to circumvent the technological protection measures of streaming services and to redistribute music videos without authorisation. youtube-dl’s source code had a number of unit tests to check if the software works in different circumstances or not. Some of the test cases included URLs of some copyrighted songs.

In the letter to GitHub, EFF’s attorney Stoltz said “This file contains series of automated tests that verify the functionality of youtube-dl for streaming various types of video. The youtube-dl source code does not, of course, contain copies of these songs or any others […] the unit tests do not cause a permanent download or distribution of the songs they reference; they merely stream a few seconds of each song to verify the operation of youtube-dl. Streaming a small portion of a song in a non-permanent fashion to test the operation of an independently created software program is a fair use.” The letter stressed “youtube-dl does not decrypt video streams that are encrypted with commercial DRM technologies”.

The URLs to copyrighted songs were removed from the source code on November 16, and replaced with a test video that uploaded on YouTube by Philipp Hagemeister, former maintainer of youtube-dl. Philipp Hagemeister had previously spoken about the takedown with Wikinews.

youtube-dl comes with a small JavaScript interpreter where it acts as a web-browser would behave while receiving video data from the server. The script has “extractors” for various websites to handle videos from different sources. “Any software capable of running JavaScript code can derive the URL of the video stream and access the stream, regardless of whether the software has been approved by YouTube”, the letter read. It borrowed an analogy of Doors of Durin from J. R. R. Tolkien’s Lord of the Rings for explanation: travelers come upon a door that has writing in a foreign language. When translated, the writing says “say ‘friend’ and enter.” The travelers say “friend” and the door opens. As with the writing on that door, YouTube presents instructions on accessing video streams to everyone who comes asking for it.

Hours after the public access was restored, Sergey M, one of the maintainers of youtube-dl wrote on GitHub, “We would like to thank @github for standing up for youtube-dl and making it possible to continue development without dropping any features. We appreciate [GitHub] for taking potential legal risks in this regard. We would also like to thank [EFF] and personally [Mitch Stoltz] for invaluable legal help. We would also like to heartily thank our main website hoster Uberspace who is currently being sued in Germany for hosting our essentially business card website and who have already spent thousands of Euros in their legal defense.”

Hours after GitHub restored the public access to the repository, Stoltz tweeted “I think of youtube-dl as a successor to the videocassette recorder. The VCR empowered people to take control of their personal use of free-to-air video, but it had to be saved from the copyright cartel. The same goes for youtube-dl. GitHub did the right thing here.”

youtube-dl is used by thousands of people around the world. Multiple Creative Commons-licensed and public domain videos on Wikimedia Commons are uploaded via a tool called video2commons, which relies on youtube-dl to download media. youtube-dl also lets users download videos from LiveLeak — a video-sharing platform for citizen journalism. Videos downloaded using youtube-dl are also used for the purpose of fair use, or for evidence.

When a copyright holder chooses to release their work, be it a photograph, a video, or audio, under a Creative Commons Attribution (CC BY) license, they allow everyone to freely own, share or modify the work as long as the reusers properly attribute the author of the work. YouTube also hosts many audio and video recordings in the public domain which can be used for any purpose without any restrictions.

In the blog post announcing “youtube-dl is back”, GitHub said, “Although we did initially take the project down, we understand that just because code can be used to access copyrighted works doesn’t mean it can’t also be used to access works in non-infringing ways. We also understood that this project’s code has many legitimate purposes, including changing playback speeds for accessibility, preserving evidence in the fight for human rights, aiding journalists in fact-checking, and downloading Creative Commons-licensed or public domain videos.”

GitHub also announced any new 1201 takedown notices will be “carefully scrutinised by legal experts” to reject “unwarranted claims”, and said it will side with software developers if the claims are ambiguous. The announcement also mentioned GitHub Trust and Safety team would treat developer’s tickets as a “top priority”. GitHub also pledged donation of USD 1 million for developer defense fund “to help protect open source developers on GitHub from unwarranted DMCA Section 1201 takedown claims”.

GitHub had blocked public access to many forks of youtube-dl upon receiving the DMCA notice in October. At that time, Wikinews noted public access was not yet restored for the forked repositories listed in RIAA’s copyright notice and was still displays “Repository unavailable due to DMCA takedown”.

During the period when GitHub had disabled public access for the repository, Sergey M had been developing youtube-dl and hosting it on GitLab, another code-sharing and hosting site. However, since GitHub has restored public access of youtube-dl, Sergey M has made the GitLab repository private.

After this, Wikinews reached out to Richard Stallman, the founder of Free Software Foundation, who has been highly critical of DRM (digital rights management, the subject of the DMCA) for many years now, to discuss the harms of DRM and DMCA 1201.

Automation Creates Demand For More Tech Savvy Shipping And Receiving Clerks}

According to the U.S. Department of Labor, shipping, receiving and traffic clerks familiar with computers and other electronic and business equipment will find more ready employment due to an increase in the automation of the system. Depending on the size of the establishment for which they work, shipping, receiving and traffic clerks typically could handle a wide range of responsibilities through the use of computers, scanners, and other electronic equipment. For smaller companies, clerks are responsible for maintaining records, preparing shipments, package sorting, and accepting deliveries. In both environments, shipping, receiving, and traffic clerks should expect to lift cartons of various sizes and employ the use of a box cutter.

Shipping Clerk Responsibilities

In preparing shipments of outgoing mail, shipping clerks must ensure orders have been filled correctly, as well as filling out shipping documents and mailing labels. They also record items taken from inventory and note when orders were filled. In smaller operations, a shipping clerk may fill the order themselves: taking merchandise from the stockroom, noting when inventories run low, and packing the goods in shipping containers. In addition, shipping clerks prepare invoices and furnish information about shipments to other parts of the company, such as an accounting department. Once a shipment is ready to go, a clerk may sort and move goods from the warehouse to the shipping dock or truck terminal and direct their loading.

Receiving Clerk Responsibilities

Similar to that of a shipping clerk, receiving clerks also determine whether orders have been filled correctly by verifying incoming shipments against the original order and accompanying bill of lading or invoice. Upon receipt, a record of the shipment and the condition of its content is recorded. Many of today’s receiving clerks use hand-held scanners to record barcodes on incoming products or enter the information manually into a computer. At larger, more automated companies, receiving clerks use radio-frequency identification (RFID) scanners, which store and remotely retrieve data using tags or transponders. Clerks can then check the order for discrepancies in quantity, price and discounts. If merchandise is lost or damaged, clerks may also arrange for adjustments with shippers. Clerks at larger companies may even control all receiving platform operations, including scheduling of trucks, recording shipments, and handling damaged goods.

Traffic Clerk Responsibilities

Traffic clerks oversee and maintain the records on the destination, weight, and charges on all incoming and outgoing freight. Using a rate chart, they may verify rate charges by comparing the classification of materials, or this task may be automated in larger companies. Information can be scanned or entered manually into a computer for use by the accounting department. Traffic clerks also keep a file of claims for overcharges and for damage to goods in transit.

The Future of Shipping and Receiving

In recent years, methods of handling materials in shipping and receiving have changed significantly. The adoption of equipment such as automatic sorting systems, robots, computer-directed trucks, and programmed data storage and retrieval systems has created largely automated operations. This automation, coupled with the use of hand-held barcode and RFID scanners has increased the productivity of shipping, receiving and traffic clerks.

Training is usually done informally, on site. However, as these occupations become more automated, employees may need longer periods of training to master the use of the equipment and technology. This increase in automation is leading employers to hire those already familiar with computers and other electronic equipment.

In addition to physical challenges required by frequent standing, bending and stretching, clerks may also experience Repetitive Strain Injury (RSI), a musculoskeletal disorder that results from overtaxing certain muscle groups by tensing them for excessive time periods, due to overuse or poor posture. On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Hana Razga is standing for election in the riding of Edmonton—Leduc. Born in London, England to Czechoslovakian parents, she immigrated to Canada in 1968, having a long career in human resources with the federal government. She is a volunteer for organizations including the Alberta Women’s Shelter, Big Sisters and Match International. She has previously run in campaigns three times provincially for the NDP, and once federally.

Wikinews contacted Hana Razga, to talk about the issues facing Canadians, and what they and their party would do to address them. Wikinews is in the process of contacting every candidate, in every riding across the country, no matter their political stripe. All interviews are conducted over e-mail, and interviews are published unedited, allowing candidates to impart their full message to our readers, uninterrupted.

New Orleans, Louisiana —After Category 4 storm Hurricane Katrina slammed into New Orleans, on the night before August 29, 2005, several flood control constructions failed. Much of the city flooded through the openings. One of these was the flood wall forming one side of the 17th Street Canal, near Lake Pontchartrain. The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

Bomb in Dagestan explodes Russian military truck

An explosion today in Makhachkala, Russia in the Russian region of Dagestan killed one and wounded five others, police say. The bomb detonated in a pile of garbage, where servicemen and a truck had been sent to search for explosives on a street near a military base. When the engineers got out of the truck to search, the bomb went off.

The Dagestani Ministry, reported by the Russian news agency ITAR-Tass, originally stated that the blast killed two servicemen and wounded three others. They later revised this to six servicemen wounded (as well as one civilian), but no fatalities. A police officer told ITAR-Tass news that a brigade had been on patrol when the explosion occurred.

According to RIA-Novosti and Interfax news, medics reported one death and six injuries. RIA-Novosti also reports that the bomb exploded near a trolley bus.

Police and ambulances were immediately brought to the area of the explosion, which was quickly sealed off by police.

The alleged planters of the bomb were followed by police, but escaped after firing at the officers.

This explosion is not surprising, as racial tensions in the Muslim majority region of Dagestan often lead to attacks on officials and police.

Successful launch of Space Shuttle Atlantis

Space Shuttle Atlantis successfully launched this morning after 4 years of inactivity. Liftoff, from Launch Complex 39B at the Kennedy Space Center occurred at 15:14:55 GMT, with the spacecraft reaching orbit about 8 1/2 minutes later. Television coverage included a live camera on the external fuel tank that remained on after separation.

Early indications suggest that there was no serious damage caused by foam debris, which was responsible for the loss of the Space Shuttle Columbia in February 2003.

The mission marks the resumption of the International Space Station assembly program, which began in 1998, but was halted after the Columbia disaster. The Shuttle, which is crewed by six astronauts, will install a truss section and solar panels at the space station.
