Kenya government fires health worker strikers over failure to ‘report back to work’

The Kenyan government has dismissed 25,000 striking health workers, mostly nurses, citing failure to heed government orders to recommence work and concern for the welfare of hospital patients. Speaking on behalf of the government, Alfred Mutua stated the workers were dismissed “illegally striking” and “[defying] the directive … to report back to work”, which he called “unethical”. The government asks that “[a]ll qualified health professionals, who are unemployed and/or retired have been advised to report to their nearest health facility for interviews and deployment”, Mutua stated.

The workers, who had been on strike for four days, were wishing to have improvements made to their wages, working conditions, and allowances. The strikes have caused a significant number of Kenyan hospitals to cease operations. According to Kenya Health Professionals Society spokesperson Alex Orina, the average monthly wage plus allowances for health workers in Kenya is KSh25,000 (£193, US$302 or €230) approximately. With an increasing number of reports of patients neglected in hospitals emerging, two trade unions met with the Kenyan government yesterday and negotitated a return to work, although a significant proportion of demonstrators defied the agreement, The Guardian reported.

Orina told Reuters the dismissals were “cat-and-mouse games, you cannot sack an entire workforce. It is a ploy to get us to rush back to work, but our strike continues until our demands are met”. Frederick Omiah, a member of the same society, believed the government’s actions would “make an already delicate and volatile situation worse”, expressing concern that demonstrations may continue in the capital Nairobi, amongst other locations. Kenya Medical Practitioners, Pharmacists and Dentists Union chairperson Dr. Victor Ng’ani described government actions as “reckless”.

Mutua said the health workers were “no longer employees of the government” and had been eliminated from the payroll. While Ng’ani told the BBC of difficulties with finding other workers as skilled and experienced, Mutua reportedly stated that this would not be an issue. “We have over 100,000 to 200,000 health professionals looking for work today,” Mutua commented. “There will be a lag of a day or two … but it is better than letting people die on the floor, at the gate, or suffer in pain”.

Former Japanese prime minister Hashimoto indicated his retirement

On the 11th August, the former Prime Minister of Japan Riyutaro Hashimoto, age 68, formally indicated he would not run for the Okayama 4th constituency of the House of Representatives, the Lower House of Japan, due to defectiveness of his physical condition, possibly nominally. Since the current prime minister Junichiro Koizumi had resolved that House, an election will be held on September 11.

The next day of that announcement, on the 12th, the Liberal Democratic Party (LDP) executive committee showed they had no intention to recognize him as a candidate to proportional representative constituency. There might be no possibility for him to run for the coming election as the LDP candidate and his political career would inevitably end.

On the July, 2004 it was reported that Hashimoto did not state the donation of 1 hundred million yen from a lobbist organisation in the annual political financial income and outgo report, which is legally mandatory to all minister and parliament speakers. Hashimoto had received that donation from the Japan Dental Political Federation, one of his main supporting organisations. His relation between medical and pharmacy lobbyists began at least in 1963 when he was appointed as a secretary of Minister of Health and Welfare. In the same year, he ran for a constituency for which his father had run since his death in that year. Later he was appointed to the Minister of Health and Welfare and played a roll as the representative of this ministry during his career.

Hashimoto had been a speaker of the House of Representatives since September 1963. He had not lost his seat until now. He was appointed to the Minister of Health and Welfare, and the Minister of Industrial Minister successively. He was the president of the LDP from 1995 until the party lost at the election of the House of Councillors in 1998. He was also the Prime Minister of Japan from 1996 till his resignation from LDP presidency. In 2001 he ran again for the presidency of the party, but was defeated by the present Prime Minister Koizumi Junichiro.

Plantar Fasciitis… Heel Pain That Won’t Go Away… What Can I Do?

Plantar fasciitis is one of the most common, painful foot problems. It is a syndrome where degeneration of the band of tissue that runs from the heel along the arch of the foot develops. Often, a heel spur accompanies the problem. Contrary to belief, the spur is the result of, and not the cause of the fasciitis.

Approximately, 70% of patients with plantar fasciitis have a heel spur that is visible on x-ray.

The plantar fascia is strong and thick and is responsible for maintaining the arch of the foot. Since it bears the brunt of weight on the foot with walking and running, it is the recipient of a tremendous amount of stress.

Plantar fasciitis occurs in two million Americans a year and 10% of the population over a lifetime. It is commonly associated with prolonged periods of weight-bearing. Obesity is a big risk factor.

Symptoms of plantar fasciitis are typically worse early in the morning after a nights sleep. When a patient arises, the pain in the bottom of the heel is excruciating like an ice pick has been jammed into the heel. The pain subsides gradually with walking.

During the day, if a patient sits for any length of time, then gets up and walks again, the pain returns.

With a bit more walking, the pain soon decreases, only to return again with prolonged weight-bearing.

Treatment of plantar fasciitis involves the following:

Avoiding the inciting activity; As an example, a patient should take a few day off jogging or prolonged standing or walking. Resting usually helps to eliminate the pain, and will allow the discomfort to cool down.

Icing will help to reduce some of the symptoms and control the heel pain. Icing is especially helpful after an acute flare of symptoms.

Exercises and stretches are designed to relax the tissues that surround the heel bone. Some simple exercises, performed in the morning and evening, can help patients feel better quickly.

Anti-inflammatory medications help to relieve pain and decrease inflammation. Both over-the-counter and prescription options may be helpful.

Shoe inserts can lead to successful treatment of plantar fasciitis. The shoe inserts often permit patients to continue their routine activities without pain. They work by supporting the arch.

Night splints are worn to keep the heel stretched during sleep. By doing so, the arch of the foot does not contract at night, and is less painful in the morning.

If the pain does not resolve, the old approach was to administer a shot of cortisone to relieve inflammation.

However, there are potentially serious problems with cortisone injections. The two problems that can occur are fat pad atrophy and plantar fascial rupture. Both of these problems occur in a very small percentage of patients, but they can cause a worsening of heel pain symptoms.

A new treatment for chronic plantar fasciitis, called extracorporeal shock wave therapy, or ESWT, uses energy pulses to induce microtrauma to the tissue of the plantar fascia. This microtrauma is thought to induce tissue repair. Some people do well with this.

The treatment approach of choice though is percutaneous needle tenotomy with autologous tissue grafting. In this procedure, a physician will introduce a small needle under ultrasound guidance and used it to poke small holes in the plantar fascial attachment at the heel.

Following this, platelet-rich plasma, a concentrate of plasma from the patients own blood is injected into the tenotomized area. The platelet-rich plasma contains abundant growth and healing factors. The planatar fascial tissue is regenerated.

In patients who do not respond to these measures, surgery is suggested.

Interview: Danny O’Brien of the Electronic Frontier Foundation

January’s second Interview of the Month was with Danny O’Brien of the Electronic Frontier Foundation (EFF) on 23 January in IRC.

The EFF is coming off a series of high-profile successes in their campaigns to educate the public, press, and policy makers regarding online rights in a digital world, and defending those rights in the legislature and the courtroom. Their settlement with Sony/BMG, the amazingly confused MGM v Grokster decision by the Supreme Court of the United States, and the disturbing cases surrounding Diebold have earned the advocacy organization considerable attention.

When asked if the EFF would be interested in a live interview in IRC by Wikinews, the answer was a nearly immediate yes, but just a little after Ricardo Lobo. With two such interesting interview candidates agreeing so quickly, it was hard to say no to either so schedules were juggled to have both. By chance, the timing worked out to have the EFF interview the day before the U.S. Senate schedule hearings concerning the Broadcast flag rule of the FCC, a form of digital rights management which the recording and movie industries have been lobbying hard for – and the EFF has been lobbying hard to prevent.

Interview with John Sanderson, Regional Council candidate for Wards 3 & 4 in Brampton, Canada

The upcoming 2006 Brampton municipal election, to be held November 13, features an array of candidates looking to represent their wards in city council or the council of the Peel Region. The candidates for this region are John Sanderson, Susan DiMarco (this wards incumbent), Tibor Bankuti, Theo Goary and Sukhwant Thethi.

John Sanderson spoke exclusively to Wikinews via questions sent in an email. Mr Sanderson’s answers to some of the questions asked are below.

Q: List the three most important issues in your campaign.

A: Safer communities through effective enforcement;
Reduced traffic congestion through effective planning; and
Managed growth through effective plan development.

Q: What one election issue do you feel is most relevant to your ward in this election?

A: My motivation for pursuing pubic office is to ensure that our city has adequate infrastructure to support its rapid growth. Wards 3 and 4 include Highway 410, Steeles Avenue, Kennedy Rd., Highway 10, McLaughlin Rd. and Chinguacousy Rd, some of the most congested roads in Brampton. As a life-long resident of Brampton, the severe traffic congestion that we are experiencing today is unprecedented in our history – and is costly to our economy and quality of life. While canvassing, the common message received from residents in the ward is that we need to better manage traffic and transportation. As a Regional Councillor, I will be a strong advocate for smart and long-term transportation planning of the City of Brampton and Region of Peel and I will take immediate measures to help alleviate transportation congestion in our city. This includes the provision of an effective and efficient public transit system that is responsive to users’ needs, as well as implementing and promoting carpooling, to help reduce single occupancy vehicles on roadways. I am also not afraid to speak up about the issues of Brampton. As Past President of The Brampton Board of Trade, I can be a strong voice to the Provincial Government about their need to make transportation infrastructure a priority, particularly as it relates to expanding Highway 410 and better planning and coordination of transportation region wide.

A: John has been a volunteer his entire life. John understands that “Community” is about service.
From 2001-2002, John Sanderson served as President of The Brampton Board of Trade. He was first elected as a member of The Brampton Board of Trade Governing Council in 1992, and continued as an active member when he started his own company, J.W.S. Waste Systems Inc., in 1998. Through his many years as a member of the Board, John served on every Board committee, including 11 years on Governing Council.
As a model corporate citizen, John Sanderson and his former company, J.W.S. Waste Systems Inc. contributed extensively to various community initiatives through sponsorship and participation, including: Salvation Army; St. John Ambulance; YMCA Fundraising Committee; Brampton Clean City; Santa Claus Parade; Brampton Excelsiors Major Lacrosse Club (including 14 years on the Executive and two years as President); Rotary Club of Brampton; Brampton Scouts Leader; and coaching and managing various minor hockey and lacrosse teams. As a member of the Ontario Waste Management Association, John served as President from 1996-98, in addition to four years on the Executive.
Outside of his business, Sanderson is very well known through his active volunteerism with the Rotary Club of Brampton, where he has been a member for 15 years and on the Board of Directors for six years. With the Rotary Club, John has participated on: the Easter Seals Fundraising Committee; volunteer at the Rotary owned and operated bingo hall; Membership Committee, where he was recognized with an Membership Award in 2002; and Chair of the Gage Park Enhancement Committee, Brampton’s historic park and skating trail, sponsored by the Rotary Club of Brampton. John’s dedicated service to the Rotary Club was honoured in December 2001, when he was presented the prestigious Paul Harris Fellowship Award, the highest award given by Rotary International to recognize community service.
John Sanderson, more important than being a prominent businessperson is a true community leader. Through his active involvement in The Brampton Board of Trade and Rotary Club of Brampton, along with his many other community initiatives and activities, he has dedicated himself to improving the quality of life in Brampton. In 2002, The Brampton Salvation Army asked John to be its Kettle Campaign Chair. John’s goal was to surpass the 2001 total. He dedicated himself so heavily to the campaign, that through his business and community connections, helped raise $233,000 – $118,000 more than the previous year. This is typical of John Sanderson when he makes a commitment to help. John, being a modest man, is always quick to thank his dedicated staff at J.W.S. Waste Systems Inc. and caring wife and family, for supporting him as he dedicates, on average, over 50 volunteer hours a month to his various community activities.
Adding to his long list of accolades, in 2002, John was one of two individuals recognized nationally by the Canadian Chamber of Commerce as Volunteer of the Year. Later that year, he was also the recipient of the prestigious Queen’s Jubilee.

Worldwide student competition brings WTO debate battle to Geneva

The final round of the ELSA Moot Court Competition on WTO Law is taking place in Geneva this week. Eighteen teams from Europe, North America, Latin America and Asia-Pacific have made it to the finals to contest one of the key issues underpinning WTO trade negotiations – commitment to public health.

The 2001 WTO Doha Declaration on TRIPS and Public Health was a vital step in increasing access to medicines in health emergencies. It permits governments to temporarily set aside patents on specific medicines to protect the health of their people.

Many of the key arguments of the WTO negotiations on this matter as well as the issues surrounding free trade agreements (FTAs) between WTO members will be used by the students as they debate the issues at hand. Students will play out a dispute between two WTO members – one setting aside a pharmaceutical patent, the other challenging this on behalf of its industry – in front of a distinguished panel of judges, including many WTO luminaries.

Giorgio Sacerdoti, Chairman, WTO Appellate Body, said: “The WTO dispute settlement system fulfills at least two important systemic functions in today world society: (1) “ensure the respect of treaty based rights and obligations in a multilateral setting by providing the speedy resolution of disputes in an impartial way, based on the rule of law”, (2) “by collective monitoring ensure implementation of those decisions”. Lawyers are called to play an increasing role in this mechanism. ELSA has to be commended for preparing students to this challenge and opportunity on a worldwide basis.”

Iranian air politician blames pilot error for yesterday’s jet crash

Reza Nakhjavani, head of Iran’s Civil Aviation Organization, has publicly stated that he blames yesterday’s jet crash on pilot error. Nobody was killed when the Tupolev Tu-154 crash-landed and caught fire on the runway.

Media reports at the time said the aircraft was performing an emergency landing in Mashad owing to a passenger requiring medical attention. Nakhjavani said that he is yet to see confirmation of this passenger’s existance, and accused the pilot of placing one life before over 150 others; there were a combined 170 passengers and crew aboard.

The Taban Air plane then crashed in the fog and caught fire. The aircraft sustained a tailstrike followed by landing gear failure and the right wing breaking. Forty-six people were injured and the Tu-154 burned on the runway. Nakhjavani claimed the pilot’s actions were illegal and he had no clearance to land, also blaming Air Taban and stating they were negligent.

Hamid Behbahani, Minister of Roads and Transportation, also blamed “human error” for both the air crash and a train accident the same day that killed nine people. However, he stated that the foggy weather conditions also played a role in the plane crash. Taban’s license is currently suspended.

Iran uses a number of Russian and Soviet-built aircraft, particularly Tupolevs. In recent years these have had a high accident rate. Last year a Tu-154 crash killed 168 people shortly after takeoff from Tehran heading to Yerevan, Armenia. It was the worst accident in Iranian aviation history. RIA Novosti has stated that this fleet is aging and in urgent need of maintenance and repair work, while Iran blames international sanctions which they claim prevent the import of spare parts except low-quality products from Russia.

Regardless of the causes of the problems Iran has experienced with its Tupolevs, the nation today banned the import of any more Tupolev Tu-154 aircraft. Meanwhile, Russia has sent a team from the Interstate Aviation Committee to assist investigations. Under the Convention on International Civil Aviation the state which manufactured an aircraft typically assists any probe into an accident involving it.

The Interstate Aviation Committee was set up after the collapse of the Soviet Union to replace the single body in place across the USSR. If Iran concludes negligent pilot error was indeed to blame then the country cannot sanction the flight crew since they are employed by Russia’s Federal Aviation Service. The Russian party to the investigation issues flight is responsible for licensing pilots.
