Demand for biofuel irrigation worsens global water crisis

A report by the International Water Management Institute (IWMI) says rising demand for irrigation to produce food and biofuels will aggravate scarcities of water. “One in three people is enduring one form or another of water scarcity,” states the report compiled by 700 experts.

IWMI warns there has to be a radical transformation in the management of water resources – citing as examples Australia, south-central China, and last year’s devastating drought in India. Report authors claim that the price of water could double or triple over the next two decades. The report, backed by the United Nations and farm research groups, shows that globally, water usage had increased by six times in the past 100 years and would double again by 2050 – driven mainly by irrigation and demands by agriculture.

Record oil prices and concerns about rapid onset climate change are driving more countries to produce biofuels – from sugarcane, corn or wood – as an alternative to fossil fuel. “If people are growing biofuels and food it will put another new stress,” says David Molden, who led the study at the Sri Lanka-based IWMI. “The big solution is to find ways to grow more food with less water. Basically, more crop per drop,” Molden said. “The number one recommendation… is to look to improve rain-fed systems in Sub-Saharan Africa and South Asia.”

The report says conquering hunger and coping with an estimated 3 billion more humans by 2050 will result in an 80 percent increase in water use for agriculture. Irrigation absorbs around 74 percent and is likely to surge by 2050.

“We will have to change business as usual in order to deal with growing scarcity,” said Frank Rijsberman, director general of the IWMI, of the report released at the 2006 “World Water Week” conference in Stockholm. Solutions included helping poor countries to grow more food with available fresh water via simple, low-cost measures, a shift from past policies that favoured expensive dams or canals, the report said.

According to Rijsberman, there are two types of shortages: those observed in regions where water is over-exploited, causing a lowering of groundwater levels and rivers to dry up; and those in countries lacking the technical and financial resources to capture water – despite its abundance.

Billions of people in Asia and Africa already faced water shortages because of poor water management, he said. “We will not run out of bottled water any time soon, but some countries have already run out of water to produce their own food,” he said.

The report said that a calorie of food took roughly 1 litre of water to produce, with a kilo of grain needing only 500-4,000 litres compared to a kilo of industrially produced meat taking 10,000 litres.

“Without improvements in water productivity the consequences of this will be even more widespread water scarcity and rapidly increasing water prices.” Rijsberman said water scarcity in Africa was caused by a lack of infrastructure to get the water to the people who needed it. “The water is there, the rainfall is there, but the infrastructure isn’t there,” Rijsberman told reporters.

Other recommendations for certain regions include the extension and the improvement of agriculture using rainwater, the introduction of cereal varieties that need less water as well as the development of irrigation systems.

But the priority, Rijsberman stresses, is to change mentalities and often outdated government policies. “Government policies and their approach to water are probably the most urgent that need changing in the short term,” he said.

There is, he says, enough land, water and human capacity to produce enough food for a growing population over the next 50 years, but one of the challenges is to provide enough water for agriculture without damaging the environment. “Agriculture is driving water scarcity and water scarcity is driving environmental degradation and destruction,” he said.

In Australia last week, Rijsberman said he would “not be surprised to see the price of water double or triple over the next two decades.”

Brazil’s Minas state stops sales of Toyota Corolla

Minas, one of the largest states of Brazil, has stopped the sale of the Toyota Corolla over safety concerns.

The move was made after nine Corolla customers reported that their cars automatically accelerated. The state public prosecutor’s office said in an online statement on Tuesday that the problem is blamed on accelerator pedals sticking underneath floor mats. Local government said the issue was “putting in danger the lives of occupants”.

According to the prosecutor’s office, sales of Corollas may resume when Toyota alters the floormats in its current models. Toyota has recalled over eight million vehicles worldwide due to acceleration problems.

European Union to fund scheme to reduce aircraft emissions and noise pollution

The European Union (EU) has announced plans to fund a private-public scheme dubbed “Clean Sky” to reduce aircraft emissions and noise pollution in European aircraft. Officials claim that the project will have large-scale economic benefits, will reduce jet engine carbon emissions by 20 to 40 percent and will therefore offset the large growth in commercial air travel. The proposal comes at a time when European officials are under heavy criticism for not doing enough to reduce aircraft emissions.

The new proposal is outlined in a document that is reported to be likely to be passed by the European Commission. The document says that “Not launching Clean Sky soon will put the European industry in a position of competitive disadvantage, with negative repercussions not only for the industry itself but also for the EU as a whole,” and goes on to point out that the US has a comparable scheme, the National Aeronautics Research and Development Policy, and points out that progress is beginning to be made in the area by Brazil, Russia, China and India. The paper also highlights the need for public spending in the scheme to ensure it does not fall behind international development. The commission has argued that “the present value, at 2006 prices, of the cumulative direct effect over the period 2010-2035 of Clean Sky on economic output in the EU has been estimated to approximately €100 billion to €160 billion reflecting increased operating profits, labor expenditures, capital investment and other direct effects.”

The proposal calls for the aviation industry to contribute €800 million between 2008 and 2014, with companies such as Airbus, Rolls-Royce, Saab, Thales, Dassault and Eurocopter. Universities and research institutions have also pledged support. The funding will be matched with public money from the EU, making the total cost €1.6 billion.

As well as approval by the European Commission, the plan requires approval by the individual EU member states. Britain, though infamously skeptical of large EU projects, has already voiced its support, along with several other countries.

If the project goes ahead, funding will be split between six separate main initiatives, including a “greener” engine, a “smart” fixed wing that continually readjusts itself to maintain best fuel economy, and research regarding lighter materials that could be used to replace metals in aircraft bodies and components.

According to current estimates, the 20 to 40 percent carbon emissions reduction will mean a reduction of two to three billion tons between 2015 and 2050, and the project will also reduce nitrogen oxide emissions by 40 to 60 percent in the same time frame, as well as causing a 50 percent reduction in “perceived aircraft noise.”

Two people die in bus crash in North Yorkshire

A British couple have died after their car collided with a bus carrying a group of children. The crash took part on the A64 at Staxton near Scarborough, North Yorkshire on Sunday morning. The bus continued on through a hedge line and hit an unoccupied camper van. Six passengers on the bus were treated for minor injuries.

Detective Inspector Geoff Carey of the North Yorkshire Police said that “The coach was carrying a group of young people as well as adults and they are very shocked. They have slight injuries but a great deal of shock.” He also commented on the after crash saying that “Had the Winnebago not been there the bus could have gone into the house.”

The bus was traveling from Pelsall to Primrose Valley holiday park in North Yorkshire to attend marching band competition when the accident happened.

The North Yorkshire police were unable to give any more details. The A64 was closed in both directions at Staxton at the junction with the B1249. Motorists were advised to avoid the area, which has become congested, according to police.

Four UK retailers call in administrators during the week of Christmas

Four UK retailers The Officers Club, Whittard of Chelsea, Zavvi and Adams Childrenswear have called in administrators during the Christmas week in 2008.

On Tuesday, December 23, the menswear retailer The Officers Club’s administrators PricewaterhouseCoopers decided to close 32 of the 150 stores immediately. PricewaterhouseCoopers also announced that TimeC 1215 limited had bought 118 of the stores for an undisclosed fee. TimeC 1215 is backed by David Charlton, chief executive of The Officers Club. This deal saves around 900 jobs. The Officers Club began in the early 1990s in Sunderland and has headquarters at Cramlington, Northumberland.

Also on December 23 an international retailer of coffee, tea and various other hot beverages, Whittard of Chelsea, was placed into administration with Ernst & Young. Its owners were the Icelandic investment company Baugur, who were hit by turmoil after Iceland’s banking crisis. Ernst & Young stated that the company was then sold for an undisclosed sum to EPIC private equity partners. Whittard of Chelsea was founded in 1886 by Walter Whittard, a merchant from London, and now has some 130 retail stores. The deal saves around 950 jobs.

On Christmas Eve, December 24, the UK’s largest independent entertainment retailer, Zavvi, went into administration due the loss of its supplier and not being able to pay its debts. Until 2007 Zavvi had been a part of Sir Richard Branson‘s Virgin Megastores, but became independent due to a management buyout. Zavvi’s supplier had been Entertainment UK (EUK), which had entered administration itself, along with other parts of its parent company Woolworths Group, in November 2008. The companies within “Zavvi UK”, which is in administration, are Zavvi Group Limited, Zavvi Retail Limited, Piccadilly Entertainment Stores Limited, VR Service Limited, Ablegrand Limited and Ablegrand 2 Limited. Tom Jack, Simon Allport and Alan Hudson of Ernst & Young LLP have been appointed joint administrators, and Zavvi will continue to trade as a buyer is found. Ernst & Young said Zavvi Guernsey will be liquidated, while Zavvi Ireland was not subject to any formal insolvency proceedings. At the time of administration Zavvi had 114 stores in the UK and 11 in Ireland, where they employed a total of 3,415 staff. All stores opened as normal on Boxing Day, 26 December, for the normal post Christmas sale.

During the weekend of Sunday 28 December the 75 year old children’s clothes retailer, Adams Childrenswear called in administrators PricewaterhouseCoopers. Adams had previously been placed in administration with PricewaterhouseCoopers in 2006, but was rescued by Northern Irish businessman John Shannon in February 2007. A large rebranding followed in 2008, after 42 stores were closed. Adams has outlets worldwide in places such as Saudi Arabia, and also makes clothing under the Mini Mode brand for Boots. At the time of the 2008 administration there were 260 stores in the UK and 116 outlets overseas, employing around 2000 people. Adams is reported to owe around £20 million to Mr Shannon and £10 million to Burdale.

Josef Fritzl’s former house to be demolished

The house where Josef Fritzl used to live and where he imprisoned his daughter is set to be demolished.

Fritzl locked his daughter Elisabeth in the make-shift dungeon for 24 years. During that time he raped her repeatedly — and fathered seven children with her, one of whom died in the basement of the house.

Judge Markus Sonnleitner stated, “There is a lot of interest in seeing it disappear. This seems to be the sensible course as there is little chance of ever selling the property for a profit. It should be done as quickly as possible.” Ever since the case became known in 2008, there has been a question over what would happen with the property.

The property, in Ybbstrasse, Austria, has become an unlikely tourist attraction with several people showing up to take pictures of the house. The door is sealed shut to stop anyone from gaining entry to the building.

On Thursday, Fritzl received the news that he has been granted planning permission to build a project consisting of houses, an office block and an underground carpark. Fritzl produced the blueprints for the project two years before police were aware of his crimes.

Judge Sonnleitner announced the plans as part of Fritzl’s ongoing bankruptcy case.
